West Windsor Township Public Question:
Shall the municipal charter of the Township of West Windsor, governed by the nonpartisan Mayor-Council form of government under the Faulkner Act, be amended, as permitted under that plan, to provide for a change from nonpartisan to partisan municipal elections to be held in November?
Interpretative Statement:
The Township of West Windsor currently holds nonpartisan municipal elections in November, meaning that a candidate’s party affiliation is not currently indicated on the ballot. Voting “Yes” to this question will allow for a change from nonpartisan candidates for municipal office to partisan candidates for office to appear on the ballot as either a nominee of a political party or as an independent. A “No” vote will result in the continuation of nonpartisan elections to be held in November.
Hopewell Township Fire Election Question:
Shall the Board of Commissioners of Fire District No. 1 in the Township of Hopewell in the County of Mercer, State of New Jersey be authorized to purchase a Ladder Truck (in an amount not to exceed $2,044,000) and a Tanker Truck (in an amount not to exceed $996,267), and to substantially rehabilitate two ambulances (in the respective amounts not to exceed $133,740 and $99,763), and enter into lease purchase financing or issue bonds and bond anticipation notes to fund such capital projects?
Interpretive Statement:
A YES vote will authorize the Board of Fire Commissioners to (i) purchase a Ladder Truck to replace a 1998 ladder truck, to be used by Union Fire Company and Rescue Squad (Titusville); (ii) purchase a Tanker Truck to replace a 1991 truck, to be used by Pennington Borough Fire Company, the cost of which shall be shared between the two fire districts; (iii) substantially rehabilitate a 2016 ambulance used by Union Fire Company and Rescue Squad (Titusville); and (iv) substantially rehabilitate a 2002 ambulance used by Hopewell Borough Fire Department and Emergency Medical Unit, the cost of which shall be shared between the Fire District and Hopewell Township. A NO vote would mean that none of the above apparatus would be purchased or substantially rehabilitated.
Pennington Borough Fire Election Question:
Shall the Board of Fire Commissioners of Fire District No. 1 in Pennington Borough be authorized to purchase fire apparatus and equipment relative to compliance of apparatus for the extinguishment of fires and public safety for an amount not exceeding $1.6 million and undertake financing, which includes lease financing, relative to the purchase?
Interpretative Statement:
Approval of this question would authorize Pennington Borough Fire District No. 1 to purchase a tanker truck for extinguishment of fires in an amount not to exceed $1.6 million. Hopewell Township Board of Fire Commissioners District No. 1 will contribute $1.216 million in accordance with a shared services agreement between the two Districts, which is currently 76% Hopewell, 24% Pennington. Pennington Borough Fire District No. 1 seeks authority to its share of the expense.
