Chapter 1: Project Context and Background
This chapter introduces the Bicycle Master Plan and the general vision, goals, and objectives. It sets up the context of "planning" a network and references County, State, and Municipal projects and plans. This chapter also includes maps of the study area which show existing conditions as well as proposed facilities. Click here to view Chapter 1
Chapter 2: Benefits
This chapter describes our current and future demographics as well as their relation to the Bicycle Plan Master Plan Element. This chapter also discusses the various impacts bicycle facilities have on everything from real estate and retail to tourism, economic development, health, social equity, our environment, and transportation policy. Chapter 3: Methodology & Analysis
This chapter describes the County's methodology for creating our network. The chapter describes all the elements that go into deciding on appropriate facilities based on posted speeds, vehicle volumes, and roadway Cartways. The chapter also discusses why those three elements were the key factors in deciding facility choice. Everything from bicycle crash records, to Level of Traffic Stress and 8-80 Design as well as AADT ad speed relationships are discussed. Chapter 4: Bicycle Facility Types and Design Recommendations
This chapter discusses national guidance documents for the design of bicycle facilities. Mercer County will ultimately design facilities that are MUTCD and AASHTO compliant, but will reference other FHWA and NACTO documents for appropriate treatements. As bicycle facility design is a changing field, we will attempt to follow the most current federal and national guidance documents. Click here to view Chapter 4
Chapter 5: Implementation
This chapter will describe how the County will attempt to implement facilities throughout the County. Depending on the project scale and complexity, projects will be divided into short term, medium term, and long term capital improvements. Funding will be critical in moving projects forward so as state and federal grants become available, the County will leverage County capital with outside grants to make improvements.
