LOCAL INTERSECTION STUDY (CONTRACT B)

Purpose and Need:
Project purpose and need is to address safety and operational deficiencies for all road users.
Description:
Three (3) Intersections along Pennington-Lawrenceville Road (CR 546) in Lawrence Township and Hopewell Township are included under Contract B. These intersections are:
- Pennington-Lawrenceville Road (CR 546), Federal City Road, and Keefe Road
- Pennington-Lawrenceville Road (CR 546), Federal City Road, and Stephenson Road
- Pennington-Lawrenceville Road (CR 546/CR 632) and Blackwell Road (CR CR546/CR 632)
Pennington-Lawrenceville Road (CR 546) within the study area has a posted speed limit of 40 MPH. It is classified as an Urban Minor Arterial. Within study area, this roadway has two lanes with one lane in each eastbound and westbound direction. Average Annual Daily Traffic (AADT) for this roadway is 8,286 VPD (NJDOT, 2019). Pennington-Lawrenceville Road (CR 632) within the study area has a posted speed limit of 35 MPH. It is classified as an Urban Minor Arterial. Within the study area, this roadway has two lanes with one lane in each eastbound and westbound direction. Average Annual Daily Traffic (AADT) for this roadway is 3,048 VPD (NJDOT, 2017). Blackwell Road (CR 546) within the study area has a posted speed limit of 40 MPH. It is classified as an Urban Minor Arterial. Within study area, this roadway has two lanes with one lane in each northbound and southbound direction. Average Annual Daily Traffic (AADT) for this roadway is 4,790 VPD (NJDOT, 2019). Blackwell Road (CR 632) within the study area has a posted speed limit of 40 MPH. It is classified as an Urban Major Collector. Within study area, this roadway has two lanes with one lane in each northbound and southbound direction. Average Annual Daily Traffic (AADT) for this roadway is 2,085 VPD (NJDOT, 2018). Federal City Road (Municipal, at Keefe Road) within the study area has a posted speed limit of 45 MPH. It is classified as an Urban Major Collector. Within study area, this roadway has two lanes with one lane in each northbound and southbound direction. Average Annual Daily Traffic (AADT) for this roadway is 4,127 VPD (DVRPC, 2021).
Background:
In an effort to increase vehicular, bicycle, and pedestrian safety, Mercer County has focused on improving intersection facilities to add bicycle and pedestrian facilities while increasing safety for all road users. The intersections of Pennington-Lawrenceville Road (CR 546)/ Federal City Road/ Keefe Road, Pennington-Lawrenceville Road (CR 546)/Federal City Road/ Stephenson Road, and Pennington-Lawrenceville Road (CR 546)/ Blackwell Road (CR 632) are currently signalized. This Local Concept Development (CD) study will focus on developing and evaluating concepts for improving the safety and efficiency for motorists, bicyclists, and pedestrians of these three (3) intersections along this 1.6-mile segment of the Pennington-Lawrenceville (CR 546) corridor.
Proposal:
A Local CD report will be prepared to document the existing conditions, and the development and evaluation of alternatives that modify the existing configuration of the intersections to operate in a safe useable manner for all modes of transportation, including pedestrian and non-motorized modes. This CD study will focus on improving the safety and efficiency for motorists, bicyclists, and pedestrians at these three (3) intersections along this 1.6-mile segment of the Pennington-Lawrenceville (CR 546) corridor. Alternatives providing for a change in the intersection’s approaches, lane configuration, traffic signal upgrades including timing and left turn phases, or similar structure along with modern roundabout concepts will be considered as part of the study.
Anticipated Project Schedule:
It is anticipated that the CD phase of this project will be substantially complete within 12-months of its commencement. Project timeline includes a six-month extension for review and finalization.
