The Mercer County government has been the official “Designated Planning Agency” for Water Quality Management Planning in Mercer County since 1978. The Mercer County Planning Board, with technical support from the Planning Department, carries out the tasks and procedures relevant to the maintenance of the Mercer County Wastewater Management Plan (WMP), sewer service area (SSA) mapping, and revisions/amendments to the WMP.

The Mercer County Wastewater Management Plan (WMP) was adopted by the New Jersey Department of Environmental Protection (NJDEP) on October 9, 2013. This adopted WMP replaced all previously adopted municipal and municipal utility authority WMPs in Mercer County as well as areas outside of Mercer served by wastewater treatment facilities located within Mercer County which have been included as part of an adopted WMP, with the exception of three municipalities that chose to maintain their own municipal WMPs (East Windsor Township, Pennington Borough, and Robbinsville Township). These three municipal WMPs were included by reference in the 2013 areawide Mercer County WMP.

The Mercer County Planning Department submitted an update to the Mercer County WMP, as required by the NJDEP, six years from the date of adoption of the current plan, i.e., October 9, 2019. As part of that process, the three municipalities which had previously been working from their own adopted municipal WMPs joined the county-wide WMP. As such, any site-specific amendments to the county-wide WMP are now processed by the Mercer County Planning Department and the NJDEP.

The county-wide WMP update is currently under review by NJDEP. Until such time as the update is adopted, the 2013 Mercer County WMP and associated Sewer Service Area (SSA) mapping remain in full force and effect. The SSA mapping of the three previously-independent municipal WMPs have been aggregated into the county-wide SSA mapping.
